Computer build

I have put a fair number of desktops together in my time. However, with the desktop falling out of favor lately, it has been a while since I have put anything together. My very good friend still insists on a desktop for his main purpose. His budget is about $700. Anyone who could suggest some (newer) components to use for his build? The only thing he did tell me is he wants to see lightning bolts come out of it when he turns it on! I also know that he uses a lot of spreadsheets all open at the same time as well as a few web pages.

I will take all suggestions, but have built mostly AMD based in the past.
