I usually have two Firefox Windows running, and in Options I have "Show your windows and tabs from last time" checked. However with the advent of Quantum only one window opens on restart. The other one is available through the History menu, but that involves involves three more clicks, which is a pain.
This is more a vent of frustration than a plea for assistance. Don't waste too much time on it.

Normally I just have it open to my home page but was researching something and I had to leave for several hours. I didn't want to have to go search through History so I changed the setting to Show your windows and tabs from last time and it worked just fine and has continued to do so. Sorry. Edit: Here is one solution given on Mozilla for this problem; Try setting your homepage to about:blank (while still leaving the 'Show your windows and tabs from last time' option in place).
