Received an email this AM from my internet provider (Comcast) that they have increased my internet speed by 50%. All I had to do was restart my modem and my speed would increase without any additional cost. So I decided that before the modem restart I should test my current speeds. I went to speedtest.com, ran several speed tests which averaged download speeds of 117.58 Mbps and upload speeds of 5.83 Mbps.
After a modem reboot, I returned to speedtest.com and again ran multiple tests. The new tests averaged download speed of 169.86 Mbps and upload speeds of 5.87 Mbps. Not a true 50% increase but a very noticeable 44% increase in download speed.
Don't know if this increase is nation wide (I live in Oakland, CA area) but your now your on alert that if you are a Comcast user, it may be coming to your area sometime in the future.

Sounds pretty good but why such a low upload speed?
I only get 70mbps download speed but get 12mbps upload.

For as long as can remember Comcast upload speeds have always been about 5 Mbps. I rarely upload much so I have never been concerned about it or even thought about it. So the answer is I don't know.
