My external drive is showing signs of failure to come soon. Everytime I conne c.f. it it says it has a problem. So far I've been able to close that and see the files....the other day I connected it and it started clicking. I disconnected and reconnected it and was able to view the files....but I'm afraid it may not last long.....so what I'd the best and fastest way to copy those files onto another hard drive? I have around 40 gb. Of files on it.

I use the shareware paid versions of Copywhiz and TeraCopy to copy files.

If you have the patience, Google Drive (15GB free with each gmail address) will store files which could be downloaded to any other drive. Using Chrome browser you can upload entire folders from your hard drive or external drive at one time.

I have around 40 gb. Of files on it. There is no "fastest" way. File copying is a standard Windows function, and all the fancy freeware/shareware/commercial copying software is simply a front end for that. They may save a few seconds in setting up the process, but they don't speed up the process itself. By the time you download and test any recommended software, Ctrl-C > Ctrl-V would have finished the copy. And by the sound of that drive you don't have that sort of time to muck around. Just do it. Edit: Obviously I'm not visiting often enough!
