I am going to guess this is fake, due to the aforementioned email address, except everything in that mail is true. I received that same notification on my Facebook page, with the exception of the info about Instagram because ours is in the US. Note it says to Go to Facebook to Review and Accept the Terms. I did do this. I wouldn't click that Review now button but I would go to your FB account and review the new terms.
