Yes it does but you get a box asking you want to open or save and if you want to open it what should you use to open it. I of course chose Firefox. I presume this is a shortcut you have saved to your desktop. You really should post the actual link to the web page itself.
You can easily copy the link from the address bar and paste in within the reply or you can use the Link Button above too.
