Yes, it has been like this for at least the last few versions. You have to watch really close and way down at the bottom of the install page is the box where you have to remove the check mark that says you are also going to install Avast. Very irritating as far as I am concerned, a real annoyance.

It seems it's random/intermittent. The Avast forum thread I linked, while not offering much real help does suggest that it doesn't happen to everyone.

I updated ccleaner on my wife's computer yesterday and noticed a box to install Avast was checked. Don't ever remember seeing an option for Avast before. I unchecked the box and just installed ccleaner.
ALERT: Whenever in stalling software, ALWAYS read the screens carefully to avoid unwanted software. I also recommend during an advanced install if offered (again carefully reading all the screens). Sometimes the advanced install is the only way you will see offers (options) for declining additional software being offered or installed without your knowledge.

I have received it twice, v5.42.6499 and then with v. 5.43.6520. I updated today to v.5.43.6522 and did not receive the "offer".

Possibly CCleaner is clever enough to be aware that I am clever enough to already have avast installed. Just being facetious of course.

Here is the likely reason this is happening, and it has been happening since Sept for some people. There is a thread on Windows Ten Forums from September with complaints about this.
Here also is the likely reason this is happening, I think this may have been mentioned here shortly after this forum opened or maybe was one of the last posts at WS from July, 2017;

Everton, from what I have found it is Not being offered to people already using Avast which is why you have not seen it.

Strange, I have never ever seen that on the install page.
I have received it twice, v5.42.6499 and then with v. 5.43.6520. I updated today to v.5.43.6522 and did not receive the "offer". I currently have 5.43.6520. When I run it I am offered 5.43.6522, but when I follow the included link the download available (from download.com) is 5.43.6520.

I still do not understand how CCleaner would be aware that I have Avast installed before the installation begins. They would have to know before it downloaded that Avast was installed - how could they know that ? Looking at the screenshot - To be fair, even though CCleaner do (wrongly in my opinion) have the box ticked for the install of Avast, it is big enough to be difficult to miss.
I am not offered the CCleaner Professional features trial either.
I have also read that Avast bundles CCleaner with its install as well - never struck that option either. I updated the program 14 days ago. Must be just the 'luck' of the draw

According to various posts at the Avast forum users are not offered Avast with update of CCleaner because the install checks to see if you have Avast installed on the machine and if you have Avast then you will not be offered it in the download.
The download button on the first download page on CCleaner has, for a long time, sent users to either download.com or filehippo.com for the download. I never use the button at the bottom of that page. Instead, I go up to the top of the page and click Downloads. There is a dropdown there with choices of whatever Piriform program you want, one of them being CCleaner. If you use that option then you WILL receive the home direct download page for CCleaner;

Also, the CCleaner update links given by Bonnie (jessupdc) in Updates, Security and Scams will always give you direct downloads from CCleaner only.
Here is the most recent but all of the previous others have also always led to downloads directly from CCleaner and not a 3rd party web site.

I was offered it twice this month, v5.42.6499 on May 17th and then with v. 5.43.6520 on May 23rd. So it is still happening.

I think Paul’s original post says it all - under certain unclear circumstances. Unclear is an understatement ! Some folk get it. I never have. I have avast, others don’t. I accept that by some means after download and before installation CCleaner somehow knows I have avast installed so I don’t get offered it. Not sure I am comfortable with that but there we are. It’s no problem for me.. I don’t need it to be offered. I have it. Somehow the two entities are in cohoots. I understand one owns the other but remember it being stated at the time that CCleaner would continue to be developed independently. There is a minuscule amount of time after pressing ‘install’ that a message says the contents are being unpacked. This must be when the CCleaner looks at my machine and locates avast. I fi d it weird that CCleaner promotes avast but not AVG which avast also owns.

As to why CCleaner promotes Avast but not AVG maybe they're not in the same building...

No and it makes it more difficult for those of us who sometimes don’t even know what we know ourselves (speaking only for myself) Nothing is private nothing is secure everything has an element of creepiness. I am not quite sure of my name or where I am but at least can be confident someone else will know or failing that could ask CCleaner , Or ........maybe CCleaner forgot to offer avast down in this part of world just like MS forgot to give us Cortana. (Because of the language differences you understand) it’s a tough life on the bottom of the earth ,
