I have tried to open Thunderbird eml documents in Explorer without success and I know I was able to do this fairly recently. Other documents, such as doc.x documents, open without any problem.
(The attachment shows the eml document I have tried to open.)
Can someone suggest why I'm not able to open the eml documents?

According to Google here is how to view it in a browser:
Change the extension to view it in a browser.
Enable file extensions if you have them hidden. ... Right-click on the EML file and select "Rename". Delete the .eml extension and replace it with .mht . ... Open the file in Internet Explorer.
If you want the eml file to open in Thunderbird, then right click on the saved eml file, select "open with" and select Thunderbird.

Right click on the .eml document and select 'Open with'. There will be some suggestions to open it. If Internet Explorer is not one of them click on 'Choose another app' and then 'More Apps' Scroll until you see Internet Explorer , select it and check the box saying 'Always use this app to open .eml files'
The Edge browser can not open .eml files

Okay, I decided to select the "open with" option. I then selected Thunderbird, and this worked.
I appreciate all the answers given on this forum.

Glad you got it sorted. I would have thought just left clicking on it would have opened the .eml in Thunderbird anyway if that is your default mail client.(?) I misunderstood a bit, thinking you wanted to open in in Internet Explorer

A friend of mine used Thunderbird mail, there was an update a couple weeks ago, and changed so many things from the way they were that he gave up Thunderbird and opened a Gmail account.
