Without warning, my display screen started blurring -- I mean that all of my open windows appeared blurry. They also jiggled. In the attachment, I hope you can get an idea of their appearance. In an attempt to clear up this blur, I rebooted my computer, but it didn't help.
Any suggestions on clearing up the blur would be appreciated. My operating system is Windows 10 Home Version 1803.

Yes. The attachment looks fine, but the problem seems to be on her monitor screen. Here are some tips.

I agree with Phil, her attachment will look just fine to us because it is very likely the problem lies with her monitor or her video display card or driver.
Jasmine can you give us the make and model of the computer itself? Also the same for the Monitor if it is a separate monitor.

Your attachment looks perfectly clear. Okay, I waited thirty minutes, and, without resetting my computer, the blur has cleared up.
I think "electronics can be unpredictable," but, over time, my own electronics have improved.
The make and model of the computer is a Dell Inspiron 3847.

Sorry but your presumption that over time your electronics have improved is very doubtful. It is likely either the monitor itself is failing or your display card is failing or needs a new driver. Go to Dell and look for new drivers.

I was referring to "my electronics" in general and electronics in general, especially in reference to the computer I had in the 90s, which was "afraid of its own shadow," I think.
How does one find the model number of a monitor? On a sticker (on the back of my monitor), I located the following number: "CN DF5035 64180 5aH 1SEK," but, on entering it in Google, I came up with irrelevant results.

Hey, the computers of 30 years ago cannot even be compared to the computers of today. You really cannot even use them as a reference because very little is the same today. Especially the monitors...unless you are using one of those big old cumbersome monitors.
I imaging this is a flat screen monitor and there are several things you can do;
Reset the Monitor to Factory Settings.
Usually all you have to do is press the "Menu" button on the monitor and select "Restore Factory Settings." If this option is not available, pull out the cord connecting the monitor to the computer to reset it.
Reset the Resolution and Refresh rate by going to Control Panel and look for Graphics. I don't know which graphics you have on your computer, mine is Intel and there is an Intel Graphics Control Panel. You can do adjustments on there.
Also, check for new drivers.
