Regardless off the source of the Microsoft Authenticator pop-up, I would like to be able to disable it. (For anyone who would like to see what it looks like, I am uploading an image of it for you to see.)
( For some people, the Microsoft Authenticator may be helpful.)

Are you seeing this on your phone or computer?
EDIT:
Don't know if this will help as I have never seen these on my Windows 10 and I do not use a Microsoft Account but here are some suggestions to turn off some pop ups and notifications that very often come because you are using a Microsoft Account and also because you have failed to turn off unnecessary things that come with Windows 10.

On pressing the Windows key and typing Settings, the options in my attachment appeared.
