I am registered with New World Tech but I am wondering why it seems to advocate registering for more.

I am not quite sure what you mean.. you are a registered member. Where are you seeing you need to do anything else and what does it say ?

Ok I think you are looking at the help page here www.proboards.com/forum-help-guideThat is part of the proboards site and all you need to read on there is the User Guide. It is not New World Tech telling you to do anything it is just proboards letting you know you can create your own website through them if you want to. If you stick to the NWT main pages you will have no problems. It works very much the same as WorldStart did.

If you are referring to what is shown at the very bottom of every page: That is there per the terms of service with proboards. Proboards provides our "home" free of charge and we can only remove that advertising through a monthly payment. I like you all, but I cannot afford to pay simply to remove a few lines at the very bottom....It is not intrusive and very subtle.

Okay, for instance: what do I click on if I would like to ask a question about what AV to use with Windows 7 pro? Or, how often should one Defrag, or run windows Cleanup. Or, how often should I run SCANDISK? And, how?
I am assuming that I would need to press on something to ASK the question. Like, what or how do I get there?
