What happens when you try to open it?
Can you give us the full web page link for the page that will not open?

What is your anti-virus program? This error is specific to google chrome only and is usually caused by the anti-virus program which blocks the site because the Antivirus often recognizes the webpages with SSL protocol as a harmful page and stops it from loading due to strict rules. This also can be caused by malware on your computer. It has nothing to do with a Dell update, this is just a coincidence. What is the Anti-virus program?

Disabling the Web Shield
1. Right-click the "Avast" icon in the bottom right corner of your screen (in the system tray) and select "Open Avast! user interface" from the context menu.
2. Click "Real-Time Shields" in the navigation pane at the left to view all modules.
3. Click the "Web Shield" module on the left to view its settings in the right pane.
4. Click the "Stop" button to disable the Web Shield.
If that is the cause then leave it turned off or add that site to the exclusions list.
I don't use Avast so I had to search for an answer. I use Avira and it doesn't have a web shield.

Thanks for coming back Jo. Let us know what you find and what you decide to do as many people do use both Chrome and Avast.
Have you been affected by the serious storms in your part of Missouri?

I use Avast free. I have opened Google Chrome and have no problem loading the Google News site news.google.com I DO have all shields including the Web Shield turned on. I can access the site from any browser. Have you tried accessing Google News from an alternate browser.I would suggest you do that. Also, is your Avast Free program up to date? The latest version is 19.5.2378 (build 19.5.4444.97) I was advised of the latest update yesterday. You can temporarily disable all shields via the Icon right click menu (see attachment 1) My configuration settings are a little different to those given above by Judy. In Settings/Protection/Core Shield I scroll right down to the Web shield tab where the Web Shield can be configured or disabled. As you will see I have "Enable site blocking" unchecked. If you have it checked you could try unchecking it (attachment 2) Click on the attachments to enlarge

Everton asked you if you had tried to access this site using another browser?
She also asked you if your Avast was fully up to date and gave you the current version, 19.5.2378 (build 19.5.4444.97), and asked if you are running this most current version.
She asked all of these questions for a good reason, which is, the only way to give anybody help is to know everything about the affected programs or apps. We don't know anything except you say it is Chrome...what version? and you have Avast.
No way to offer additional assistance without full and complete information.

I told you last night this would never have been caused by a Dell update. You obviously don't believe me. I have used Dell computers for over 15 years and for one thing have never had Dell send me an update, I had to check for them. I rarely do that. Maybe every six months or so. Did your wife check for this and what was it? I cannot advise unless I know.
But in general all Dell updates would be Hardware related and would have absolutely nothing to do with a browser or an anti-virus program.
I am not sure who the "he" is you are talking about. There have been two of us working with you and both of us are women. She, Everton, obviously has different settings either in the browser or Avast than she does so she gave you complete instructions, with pictures, on what to do with the Web Shield but you've chosen to ignore those so I have no idea what else to offer except clear your browser cache and/or Reset Chrome.

Where did I say you did wrong thing by disabling the Web Shield? I don't see anywhere that I told you that was the wrong thing to do. If it had been the wrong thing then I would never have posted the steps on how to do it. Eve did post the picture to show how hers is configured so that you can use Web Shield if you wanted to use it.
I am sorry about the scolding as you call it. That was not my intent. I was maybe upset because your last post seemed to me to be doubting all that both Eve and I had said and that hurt a bit. I guess I was somewhat irked that you thought Everton was a "he". We have had people make it obvious that they didn't want help from a woman and to be frank you seemed to blaming your wife for doing an update. So I guess I was defensive on that.
The Dell update would absolutely not have caused this....promise.

This whole thing is a miscommunication deal I believe. Let's call it solved and stay friends, ok? We got off on the wrong foot I think and that is the last thing I want, believe me.

I have no objection to be referred to as he or she makes no difference..for the record though I am a she. The help I tried to give was genuine. I have no doubt that turning off web shield cured your issue I believe that a setting within Avast or your Chrome Browser is causing Avast to misbehave so I suggested you try another browser which could have confirmed that. Or not. That would have taken a few seconds to do and I am bewildered why you chose not to. I took some time to replicate your problem with Chrome in conjunction with Avast without success. You chose not to give my suggestions a go so I can do no more. As a final suggestion as you have confirmed both your browser and avast are fully updated you could try resetting your Chrome browser to default. whether you need or want web shield as protection is your decision.

I just want to clarify I have taken no offence. I have read the full story. I use both Avast and have Chrome installed so I believed I was in a position to assist. I dislike chrome intensely but I do keep it up to date so that I can help in situations such as this. The only reason to have tried another browser was to ascertain whether it was Chrome that was the problem. Disabling part of your anti virus has fixed your problem in chrome. It is not something I would wish to do as I value the web shield protection but I respect your decision to do as you see fit to be able to access google news.
