The Windows November 2019 Update is now available for download and installation. Unlike prior major Windows updates which were automatically updated through Windows Update, this one you have request to install. Prior to the update my Windows was at Version 1903 Build 18362.476. After updating the updated version is 1909 Build 18363.476.
To get the update go to Setting > Windows Update > Check for Updates
Added Note: If the Check for Updates lists that updates are available, install them before doing the Optional Updates.
After checking for updates you will see (just below the check for updates) a notice that reports "Option Updates are Available", click on the "Download and Install Now" to start the update. The download and installation process was very quick on my computers (less than 10 minutes). My internet connection download speed is better 200 Mbps.
I have updated two computers so far, one computer has yet to offer the update and I have not yet tried to update my laptop computer.
Added: Laptop update being added, 1909 Update available & will be installed when the available update is finished

Got my first updates this morning and then had to leave for awhile. Just read your post and checked and there it was...Optional Update available. Downloaded, installed in just under 10 minutes.

FYI: You mentioned Internet speeds. Where does Throttling and Net Neutrality come into play here? Even on my (comparatively)very slow connection the Cumulative Update KB4524570 (which had already auto downloaded and needed a restart) PLUS the download and installation of the Update to 1909 took less than 30 minutes for both procedures. My computer had been in 'Sleep' mode for about 22 hours and yet the Cumulative Update had downloaded, something I was unaware could happen.

They will not continue to download, but Windows will wake-up at the pre-determined update time to apply updates (usually 3am by default). This only works if the computer is asleep... if it is fully shut-down or in hibernate mode, it will not turn itself on.

I believe the download may have been in progress and perhaps almost completed when I put the computer into sleep mode then resumed and quickly completed it when I brought it back to life.
