Super easy and done the way it has always been done. It is just because you are starting with a brand new install that you don't recall because regular updates of Firefox keep your previous settings.
Right Click at the very top in an empty space and your options will show, Put a checkmark in Menu Bar and they will appear. See attachments

Did what you said, but no go. Put cursor ay top, but would not move above tab bar, rt. clicked there and only thing that showed was restore, that didn't work. Still no menu bar.

I suspect you are placing the cursor incorrectly. Can you post a screen shot showing just where your cursor is?
Your cursor should be placed just to the right of the URL address. Try right clicking from there.

My print screen button is not working for some reason. The cursor is being blocked for some reason from going above the tab bar to rt. click and show the menu bar button. I am not positioning the cursor wrong.

I don't know what I did or didn't do, but I now have the menu bar.
