Does the C:\Windows\System32\cmd.exe appear within the black box or across the top like on my attachment? Attachments:

Yes, it looks like your box. On the top. I am unsure if the there is writing in the black area though. It hasn't popped up recently. I will check back with you tomorrow. I need to go to bed now. Thanks for your help.

The link Everton sent doesn't seem to help me. The pop up did not happen after an update. It only started after running scans so that my computer would run more efficiently.

You could try re-enabling the "OneDrive Standalone Update Task" in CCleaner Startup/Scheduled Tasks. Just try it and see if the cmd window stops appearing This One Drive item also appears in Task Scheduler. On my machine I have it enabled in the CCleaner startup Scheduled Tasks list and disabled in Task Scheduler. Perhaps look in your Task Scheduler and see if you have it enabled there. If you do it may be trying to open but can not because you stopped in the CCleaner startup list. There is an app called Last Activity View from Nirsoft that you can use to see exactly what caused the cmd prompt by taking a note of the time you see it then opening Last Activity View - the corresponding time will show what the cmd prompt originated from. www.nirsoft.net/utils/computer_activity_view.html the download link is near the end of the page. It is a .zip file and only 87kb

It only started after running scans so that my computer would run more efficiently. I would follow the instructions given by Everton. But also one thing to consider, uninstall One Drive altogether. If you don't use it then you don't need it and it can be uninstalled. I did uninstall it from my Windows 10 computer when I was setting it up when it was brand new.
If you don't use Dropbox that can also be uninstalled. It comes pre-installed on the computers and comes with 2 GB free storage space but if you are not using it then why have it on the computer?

I have discovered that for some people it has been adobe flash player causing the pop up so try de-activating it again temporarily to check if this is the cause fie you.

It shows on the report that it shows up about every 8-9 minutes. I am not sure how to Open "last activity view" I looked all around and couldn't find any options like that.
I deactivated Flash but that didn't seem to help.

I deactivated Flash but that didn't seem to help. I am a bit confused, you say you don't know how to open "last activity view" but that is the actual name of the program.
If you double click on one of those entries that list the com.exe then a box will open and I believe if you look at the Full Path of the file it will tell you what generated the com.exe I am not as familiar with this program as Everton so if I am wrong she'll give you the correct answer.

I went back through all of your posts and various lists and one thing I noticed, comparing them all is HP Files. Is this an HP computer??
I had you turn off these HP auto starts thinking they referred to a printer or scanner and for those none would be necessary but if this is an HP computer, they still really aren't necessary but, if they are also listed in Task Scheduler then "maybe" this could be the cause of this blank com.exe prompt;
There ARE two listings in the computer Task Scheduler (NOT CCleaner) for; HP Active Health HP Support Assist Highlight each of those and see if one or both are scheduled as tasks maybe every 8 /9 minutes. If so, there is your culprit.
I also note that Office IS listed in the Task Scheduler folders but you say it doesn't open. Don't try to open it, just click on it to Highlight it and see if anything appears in the center section of the Task Scheduler

I am not sure if I understand what you are asking. When I highlight HP Active Health, it says 8am every Wednesday On HP Support System it 9:27am every day and 10:26am every Sunday.

You answered my question, which was if it could be either of those two running every 8/9 minutes. Neither one of these are doing this. BUT you might go back into CCleaner Start ups and Re-enable the HP listings I had you turn off and that I noted in my previous post and see if that makes a difference. Remember, immediately after doing that you should Restart your computer.

when I highlight office in Task Scheduler there is nothing there. Just a white blank screen. I will go to start up and do the above and restart.

After restart the first thing that popped up was that black screen again! UGH. It took about 8 mins for it to pop up again

Check the Avast Folder in Task scheduler like I requested on the others, click to highlight and then see what it says in the center box.

Office was listed in Task Scheduler, where is it now? It doesn't show anywhere on your print screen.

That "may" be your problem, though it looks like it only runs every couple days but if the file can't be found maybe it runs more often to look for it. Honestly I don't know. I don't use Avast so I have no idea on that. I know my Avira is NOT listed in Task Scheduler, which means nothing really since they are different programs.
I am stumped!

Next time you see the cmd screen can you please just take a note of the exact time it happens. Then open Last Activity View. Look for the item (or items) with the exact same time and right click on it/them then select 'copy selected items' then paste the result into this thread. You might also look in Reliability Monitor - type reliability into the search box and when View Reliability History shows just click on that. It may reveal something happening at the same time as your cmd pop ups/ For the record here is my Task Scheduler Avast entry for comparison with yours - as Judy said yours says File Cannot be found which may be significant. Is your Avast program up to date ? The current version is 18.8.2356 (Build 18.8.4084.409) Avast Overseer is a support application that fixes common technical issues with Avast products.
