Are you certain you have disabled all plugins/extensions on Firefox (and Chrome) I see 2 extensions on your screenshot. One looks like Avast Online Security (the one with 24 notifications (?)) and the other one I do not recognize.

I'm not sure about extensions, I only remember disabling plugins. I will check all browsers now.

I disabled the plugins a few days ago. You need to disable ALL extensions and do a print screen so we can see what they are. When people tell you to disable plug-ins this includes Extensions too.

You said "Avast extension was on, now disabled. That is all I found." Well that isn't the case obviously. There is one called MyPoints Score. It appears to be disabled now but it certainly wasn't went you posted that print screen because it shows there very clearly, that is how I got the Snip of it.

You already removed the extensions or said you did. I don't see anything greyed out there. Open Internet Options, go to Advanced as I requested this afternoon and Reset Internet Explorer.
If you cannot get there via Internet Explorer then go to Start, Search and type in Internet Options and follow the same instruction I just gave you for the 2nd time.

I don't even know what that is. Article says I can uninstall in the add/remove programs. I will do that now. I need to get to bed now since I work at 2am.
I'll let you know tomorrow if pop sill occurs once removed. Thanks for helping me out with this issue.

Definitely not something you would want on your browser. I am surprised you didn't notice it on Firefox, it was very noticeable based on the fact that both Everton & I noticed it in your print screen.
Did you reset Internet Explorer as requested?

Yes, I read the warnings. Only thing I can think happened was when my daughter was here over the holidays. She did use my computer for a few hours looking up flight tickets.
I did reset IE.
I could not find the the program in add/remove area.
Pop up is still ongoing.
I'll check back after work today.

Since you find no way to remove this extremely questionable extension, MyPoints, you must RESET Firefox also. Read this link explaining exactly what will happen:
I would suggest you do the same with Chrome.
On your computer, open Chrome. At the top right, click More More and then Settings. At the bottom, click Advanced. Under "Reset and cleanup,” click Reset Settings and then Reset Settings.

After that there are two last steps I can find for you to do in order to correct this problem.
This first one uses msconfig again but with a step we didn't have you do the last time.
Be sure you are logged on your computer as Administrator
Click "Start" and search: msconfig > select "System Configuration"; 2. Click "Services" on System Configuration > click and select "Hide all Microsoft services" > click "Disable all"; 3. Click "Startup" on System Configuration > click "Open Task Manager"; 4. Select each startup item on Startup and click "Disable" > close "Task Manager"; 5. Click "OK" on Startup tab of System Configuration > Restart PC.
RESTART NOT just Shutdown. Use the computer to see if the pop up happens again. Report back before you make any other changes.
If that doesn't work there is one more step to try and if that doesn't work then the computer MUST BE taken to a shop for professional fixing because it is likely there is some serious damage that you cannot repair yourself and will continue to get worse.

See if you can turn off the start up of Avast via the Avast program itself, I know I can do that with Avira but I also CAN disable its startup via Task Manager Start up.
You ARE looking in Task Manager Startup Tab, correct?

I was able to disable AVAST via the program.
I restarted the computer.
Pop up appeared within a minute.

Here is the final possible step that can be done by you or that I can suggest.
Now there have been 5 suggested fixes that we have found, scan the computer for malware which has been done several times, use msconfig and you have done this twice in two different ways, run SFC to scan and repair which you have done, you have reset all of your browsers, you have fully updated the os and now here is the last option available
Create a New User Account
Sometimes, when a user's profile is corrupted, CMD may not be able to function normally. Here you may follow to try to create a new user account to see whether CMD.exe can work or not:
1. Press Win + R to open Run dialog > Type: control userpasswords2 and click "OK"; 2. Click "Add" under Users tab on User Account window; 3. Click "Sign in without a Microsoft account (not recommended)" under How will this person sign-in window; 4. Click "Local Account" on next window > Choose a username > "Next" > "Finish"; 5. Select the newly created user since the previous User Account window remains on the screen > click "Properties"; 6. Click "Group Membership" > select "Administrator" > "Other" > "Administrator"; 7. Click "Apply" > Click "OK".
After this, you may check and see whether the Command Prompt has stopped popping up or not. If not, try to reboot PC and sign in with your new user account, and see if this has corrected the problem. If it has not then damage is too deep and the computer must be professionally repaired because problems will continue to occur and could possibly cause permanent loss of important files, folders and personal information.

Have you rebooted and signed in with this new account without difficulty and without the box popping up? If you do this can you access your files?

After you have checked to see for sure that this new user profile indeed does work as it should and there is no pop up then yes, you will need to transfer Data from Old to New User Account so follow the instructions on this link to do so; www.techbout.com/fix-corrupt-user-profile-windows-10-9139/

The new profile seems to be working. I am going to work on moving my files and report back. I have the next two days off so I will have more time to spend on this. Thanks for all your help. It is much appreciated.

Glad to hear it. Take you time moving your files. You actually don't have to delete that old profile, it won't hurt anything leaving it.
None of my business I know but what is your job? Just curious.
