Checked AVAST. It is has latest updates. I looked at the reliability History. Interesting but really couldn't understand what I was looking for. I was actually meaning the Avast programe itself, not just the definition updates.
In the Reliability Monitor you would need to look for a corresponding time, just as you did in Last Activity View. You click on a day that has symbols (Red X, Yellow !, and blue i) Below you will then see a list of events with four columns giving the Source, Summary, Date (with time), and Action (Clickable Tech details)
Follow Judy's good advice and run SFC.
It would seem that the two triggers are connected to Internet Explorer which is strange as you do not use that browser. (You could try using Edge for a bit and see if the pop up cmds stop)
THis is a screenshot of my Reliability Monitor with a day when there were events in each category.

I was sick for the last few days so I just tried the system file checker using the instructions provided in the link. It is not working.
Error 87
The online/cleanuo-image/restorehealth option is unknown. For more information, refer to the help by running DISM.exe /?.
I looked at the help but do not understand it.

DISM.exe /Online /Cleanup-image /Restorehealth
Did you have a space before each / when you ran the command ? Failing to do so would result in Error 87 .
Copy the command from the above or from the instructions in the link and then paste the command.

Best you wait for Judy to return and guide you.
You may not need to view the log file as it seems any corrupt files were repaired during the System scan.
It does look like you have not included the whole command You have findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\
findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt" is what I see in the instructions
I am not familiar with this procedure so that is why I think Judy is the best person to help you with this.
Is the pop up cmd window still happening ??

Ok, I'll wait. I did run again with the complete file name. It was cut off on my screen. When I reduced the page size I saw it. This is what I got.
C:\WINDOWS\system32> C:\WINDOWS\system32>findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt"
C:\WINDOWS\system32> C:\WINDOWS\system32> findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt"

There should now be a file on your desktop called Sfcdetails.txt which will have the results in it. As I said I don't think you need it because all corrupt files were already repaired successfully. Did you press enter after pasting the command ?
Pop ups still happening or not ?

You already received the message after the scan that said,
"Windows Resource Protection found corrupt files and successfully repaired them."
Everton has told you twice now that it is likely you do not need to look for the file, but it is on your desktop and labeled sfcdetails.txt. That is a Text File with the icon of a text file. We KNOW that repairs were done and it is unlikely we would understand them if we read them.
She has also asked you twice; "Pop ups still happening or not ?"
Why have you ignored her question? That is the number one piece of information needed. We can go no farther unless we know that.

I just saw that message. She PM'd me and told me to wait for you.
The pop ups are still happening.
sfcdetails.txt. file is blank. no message at all.
I am going to the doctor now and won't be back for about 2 hours.
I have tried to update my windows to the newest version, but won't allow me too. Not sure what I am doing wrong.

You said your Windows was up to date, now you say you tried to update and it won't allow it. Why? We need to know, word for word, the message you receive when you try. As for the sfcdetails we both already told you, we don't need to see it so not sure why you opened it. Plus you said you ran it again so this would be the information from the 2nd run and of course it would be blank because the fix was done with the first run. This stands for virtually any scan you do on your computer, sfc, anti-virus scans, Malwarebytes' scans, AdwCleaner scans, if you do another one after a fix or cleaning has been done than that log will show nothing because there is nothing to show. If you are told to do a scan and some sort of fix is done that fix will be shown in THAT log and Never show in future scan logs because the problem is fixed.
The KEY is repairs were made in your FIRST run, they won't show in the 2nd run. It is likely we wouldn't understand them if we read them.

I did say the windows was up-to-date since that is the message I got under updates. But I do not have the version you are referring to. So I thought I would try again.
You PM me: We were worried for sure Sorry you have been ill. Now you said Windows is up to date but according to your Malwarebytes' log it is not, though you still could get that update because it was a "standard" Patch Tuesday update. The latest full version of Windows 10 is version 1809 (build 17763.195) according to your Malwarebytes' log you have Windows 10 (Build 17134.472) which would also mean it is version 1803.
I only ran Findstr once. The first time, I didn't have the complete file name.
I am unsure what I should do next.

Ok, I misunderstood you, I thought you meant that you ran sfc again not the search for the log. But we don't need the log. Unless a person is an expert at reading these logs they generally mean nothing to the average guy and we are average guys. I have read many of them and they might have been Chinese cause 99% of the time what I saw meant nothing. Occasionally a file name will "jump out" and I know what was fixed but most of the time they mean nothing to me.
Now, Windows Update; You said this:
A statement like this usually means you tried to do something and received either an error message or a message that says something like "you cannot do this because you do not have this file"
Now you say all you see is that the system is up to date.
Open Settings, go to Update & Security. Windows Updates and look at Update History. Please tell me the date given of your last update and the KB number of the updates received.

Not sure what you mean by KB Number. This is what my screen shows:
If you read what is on your screen you will see a KB number. It is very plain at the end of the last update received which was received December 21st. It was Where is your exact location Linda??? This is VERY important.

The update window now states 24% installed of V 1809 Then get out of here and wait until this update completes. Do NOTHING else on the computer, no email, nothing. Close browsers, etc. This may take several hours. WAIT until it is finished and follow each and every prompt you are given. Do NOT turn off the computer it will turn off and on automatically. Sit and wait. Once all is finished come back and let us know.

The time is still set on island time. Right now it says 5:52pm 1/4/09. But it is currently 2:51am 1/4/09.
The newest update is completely updated now, however the black screen is still popping up.

pureinfotech.com/set-time-zone-windows-10/Instructions for changing to your correct time zone are in the above link. Which browser are you using when the command window opens ? If you have add ons in the browser you use then try disabling them. Did you try using Edge as suggested earlier and do the pop ups actually appear when you have no browser open or just when you open new tabs ?

Use the directions given in the link by Everton and set your time zone for (UTC - 05:00) Eastern Time (US & Canada). Also be sure you also turn ON the selection to Adjust for Daylight Savings Time Automatically.
To be certain you ARE on the most recent update please do this;
Go to Start, Search and type in winver hit Enter. A large box will pop up that will give you the current version and build of your Windows 10. Please get a print screen and attach it here in your next post.
Also, PLEASE answer Everton's 3 questions concerning browser usage and when this box pops up. Does it pop up when no browser is open?

I don't want to change my time. I do a lot of work for people over there and like to see exact time and day. The incorrect time doesn't have anything to do with the black screen pop ups. Pop ups happen on all browsers that I use. I use firefox and chrome. I opened up edge to see if the pop up happened there too, and it did. It also pops up when I just have my Thunderbird email program open.
I disabled the add-ons but the pop up still happens.
I attached the Winver.

All you said was it " is still set on island time". What island? There is no time setting that just says "island". There are hundreds of islands and they are listed in settings by name, not just island. Not all islands have the same time zone either.
And can you tell me exactly HOW you know this has nothing to do with your pop ups which are most definitely triggered by IE?
When the time is set incorrectly then many problems can be caused:
Windows 10 allows you to set up at least three clocks so you can monitor different time zones but your computer clock MUST be set to your local time zone and then you can set two other time zones.
Go to Settings, Time and Language.
Click the Add clocks for different time zones link. In Date & time, under the "Additional Clocks" tab, check Show this Clock to enable Clock 1. Select the time zone from the drop-down menu.
Type a descriptive name for the clock. Repeat steps 4, 5, and 6 to enable Clock 2. Click Apply. Click OK to complete the task.
After completing the steps, you can hover over or click the clock in the system tray to view the additional clocks.

The reason I doubt the time is causing the pop ups is because it never happened until I ran the scans last week. I have been in Tennessee for 10 months and have not had pop ups.
If you think it will stop the pop ups, I will change the time.

If you think it will stop the pop ups, I will change the time. Did you read what the incorrect time zone setting may affect??? Besides the browser it can affect malware scans. How do you know that all of those were not affected? How do you know that your browsers are secure because the certificates may not be working correctly? How do know that your Avast is working correctly? How do you know that your Malwarebytes' scan worked correctly? We already know that the AdwCleaner scan did NOT work correctly because the log says it failed.
I have no other suggestions.

I changed the time. Pop ups are still ongoing. Did you totally RESTART the computer? This MUST be done, not just start, shut down but start/ restart.
Since the time zone was set incorrectly and anti-virus and malware scans may not work correctly when this is done then you may have a major infection there.

You never answered Everton's very important question;
Also please read this article:
Read it all. By using a computer with a 15 hour + incorrect time setting you may very well have caused damage to various pieces of software that normally need to update but by having incorrect time they don't know what to do or when to do it, there is a chance that correctly chronicling the time/date creation of documents and software has been damaged.
